Election Results Are In!!

Greetings Brothers and Sisters,

Today was our election day on the National and Regional level. We had a 38% voter return, the highest in recent memory! That is a good feeling and we hope we can keep the membership participation rolling. Thank you to everyone who sat on the ballot committee(s), participated in the election by voting and made this election vibrant and active.

There were good debates and discussions among the membership, which is an important role in being an active Union. The more active and interested we are the stronger we are.

Congratulations to everyone who will be sitting on the Regional E-Board and Convention Delegates. We have a lot of work this coming year. Some very critical decisions are going to be discussed and voted on. I look forward to working with everyone.

Steward’s with Lifeboat Endorsements

If there are any Steward’s who are on the beach, not currently dispatched on the pay period crew list and have a lifeboat endorsement or have an application that has been approved by the Coast Guard and want to potentially work in yards in deck or engine dept, please notify the Union office @ 907-790-9644 or karena@nullibu.org. We are closed Friday November 10th in honor of Veteran’s Day but Earling Walli will be in the office from 1000 to 1400.

This means a dues increase of $3.00 1st year, $3.00 2nd year and $2.00 3rd year will be added to current monthly dues. This also means that a possible merger of Alaska Region with Puget Sound Region will not happen, or any other drastic measures that were being looked at as a cost saving measure. Labor Day Picnic

Regional Report

Greetings Brothers and Sisters,

In light of our dues increase ballot failing, the finance committee has decided to re-ballot our membership. Information on exactly what your dues are spent on and why the increase is needed will be provided. At a regional level, we are looking at possible drastic changes in order to keep dues at a reasonable amount and continue providing services to our members in Alaska. This could be up to and including staff reductions and office closures. We would like to continue to operate our region with full staff and offices; however, without an increase to dues that is monetarily unlikely.

Please exercise your right to vote. No matter how you feel about the ballot drop your vote in the mailbox. Yes, or no…… vote.

Our E-Board has not met in person in several months because of the summer work schedules. We are expected to meet again in September. Dates will be posted when we have secured a date.

Remember to think of a name change you may like and submit to our Juneau office before November 2016. We have had very few submissions to date.

Please remember to CC myself, Pete and Karena on emails, often times at least one of us it out of office. To ensure your requests or issues get attended to please CC us.

Our ANS contract Our shop steward is still on the ball up there in Valdez and doing a great job.

Crowley Marine Services has not been awarded the Alyeska contract to provide services in Prince William Sound. This is of major concern to us, especially as a region. We may lose a very large percentage of our regional members. IBU and MM&P launched an ad campaign challenging Alyeska decision to award the PWS bid to non-union bottom feeders Edison Chouest.

Sundance Stevedoring, Ketchikan Gateway Borough and City of Unalaska all are pleased with no issues.

AMHS. With the State of Alaska’s implementation of their interpretation of the Actor Decision it has become confusing for IBU members to know when they will have health insurance in any given month. The IBU is unable to determine with any certainty if a member will have health insurance, we do not have access to the States personnel information. Payroll is the official division that turns health insurance on and off, to have the most current status of your health insurance eligibility this is who you need to contact. If you are unable to contact your payroll tech, the supervisor is Shawna Reid 465-8846.

The union is continuing to fight hard to resolve this incorrect interpretation of the Actor decision. IBU has filed an Unfair Labor Practice regarding the State of Alaska’s implementation of the Actor Decision, which includes issues regarding health care eligibility.

We have filed an Unfair Labor Practice against the State for not bargaining in good faith and implementing their interpretation of Actor decision while we were still negotiating an agreeable solution. This is a very long process, as is mostly everything with the state.

At our last E-Board meeting the 2 week pay period dispatch was discussed at length, we would like to see a mid-week update posted, the state has clarified with us the wording and is discussing if they are willing to enter into this agreement. Minus the agreement to post a mid-week update we may be forced to cancel the pay period dispatch and return to the former monthly dispatch.

Please remember that grievances take several months to resolve. Arbitrations take even longer. We have several of each active with the state.

Regional Directors Report

Greetings Brothers and Sisters,

As you may have heard, our dues increase ballot sent out failed. This is concerning for your Union because of the financial status we are in. IBU operates at a negative budget, at current costs we will be broke in less than two years. As the AMHS lays vessels up or sells them and reduces fleet size, our membership naturally declines. With the terrible news that Alyeska will not award Crowley Valdez the extension for contracted services, our membership regresses even more. Our Alaska membership cast a total of 161 votes. We are still struggling with a way to get our membership to take more interest, especially the voting aspect. Any ideas would be appreciated!

Our E-Board met in Ketchikan March 8-10. We chose to hold our E-Board meeting in Ketchikan with the hopes more members would attend the general membership meeting. We had a few turn up or call, not the numbers we had expected, a step in the right direction at least.

Victory for Unions! Following the passing of Antonin Scalia a national ‘Right to Work’ effort was thwarted. Had it passed the implications for the IBU would have been devastating.

Our ANS contract is gearing up for a busy summer season. Not as quite as busy as past years. There have been a couple minor issues as ANS gets ready for seasonal manning and returning employees laid off for the slow winter season. Our shop steward is still on the ball up there in Valdez and doing a great job.

Crowley Marine Services will not be providing oil spill prevention and response services in Valdez and Prince William Sound when its contract expires June 30, 2018. Crowley has provided marine services in Prince William Sound since 1990. This is a devastating blow not only to our Union, especially Alaska Region, but a superb company. Both MM&P and IBU have requested to meet with Crowley concerning the contract loss and future plans. The July 18 2018 date allows for plenty of time to weigh options, but the process has already begun. Over the next 2 + years we know our members will continue the great professionalism and safety record that has been demonstrated over the years. IBU Union officers will be in Valdez to meet with members in May.

Elizabeth Peratrovich Day

Brothers and Sisters,

Today we celebrate Elizabeth Peratrovich Day and the work she did as a Tlingit, civil rights champion, especially her advocacy for the passage of the 1945 Anti-Discrimination Act. In response and reprimand to racist comments by a territorial senator, Peratrovich testified passionately for the bill, saying “I would not have expected that I, who am barely out of savagery, would have to remind gentlemen with five thousand years of recorded civilization behind them, of our Bill of Rights.”

Elizabeth Peratrovich Day provides an opportunity to remind the public of the invaluable contribution of this Native Alaskan leader who was an advocate for Native citizens and their rights. This courageous woman could not remain silent about injustice, prejudice and discrimination. In 1988, the Alaska State Legislature established February 16 as the annual Elizabeth Peratrovich Day to commemorate the anniversary of the signing of the Anti-Discrimination Act.
